I spoke on this topic at the Piracy Week event in London this past October. It was a well received presentation so I thought I would repost the whitepaper with a few updates. Deterrence theory plays a part in crime prevention, security and even dealing with teenagers ;). You can download the paper here.
Understanding how people respond to deterrents as well as the rational actor model will help develop strategies for dealing with piracy and other crimes. This past summer I was interviewed by Maritime Executive on the topic of CyberPiracy. The article discussed the need for increased information assurance practices among shipping companies. As shipping companies increasingly turn to armed guards and ships increasingly adopt BMP4, hijackings have decreased. In response the pirates, and those who fund and support the pirates, are looking for new ways to increase their likelihood of successfully hijacking a ship while minimizing the risk to the pirates. Increasingly, pirates are turning to high tech, and not so high tech, solutions. It is an established fact that pirates are using information found on the AIS system as well as GPS and satellite phones to locate and coordinate attacks. Now information is coming forward that the pirates groups are using sources within ports, and shipping companies to identify those vessels that they want to attack. It has been reported that hackers are being employed to steal data related to cargo as well as the user of armed guards. While this topic is too broad to discuss in a blog post, I will begin posting a series of articles on cyber security and steps shipping companies can take to minimize the risk of their data being compromised.
This past Fall, I had the opportunity to speak at Hanson Wade anti-piracy event in London. If you have not attended a Hanson Wade event, they are very worthwhile. I have spoken at literally scores of events over the past 10 years and few, if any, were as well organized. The next event is scheduled for April, 2012 in Hamburg Germany. As luck would have it they have a section on CyberSecurity. Take a look and see if it is worth attending..

I am currently flying back from London on Delta after returning from Piracy Week. While we will provide a more in-depth update later I wanted to capture some comments. Overall the event was well worth the investment and was a very well attended event. Hanson Wade did a great job of managing the event and encouraging networking. I have spoken at well over 100 events in the past 10 years and I would say this was in the top 5%. Marie, James, Jethro, Sara, David, Miles and crew at HW did a great job.
The lineup of speakers was impressive as were the attendees. All speakers showed and provided some very good information. Some of the speakers included representatives from the Somali Government, as well as the UN, UKPTO, and IMO, among others. Of course, I (Chris Mark) was a speaker at the event. Even competitors such PVI, and Salama Fakira had speakers, as did other companies such as Rubicon advisors. Both Conrad and Dom provided very valuable information.
Attendees included numerous shipping companies and representatives. The overall view was that armed security is an important component of the overall security strategy. Numerous speakers confirmed that no armed vessels have been hijacked to date.
Overall, I would suggest that any ship owner or other stakeholder with a real interest in security may want to consider attending a Piracy Week event hosted by Hanson Wade. The hosts are great, the speakers are good and the attendees are bright and committed.
